What conditions and guarantees essential for a peacekeeping force in the Middle East?

seems that a general consensus on the desirability / need for Italy to participate in the International Force in Lebanon. There is no doubt that to stop the spiral of violence that more bloodshed in the Middle East, and extends dangerously to the rest of the world, is more necessary than ever to an active engagement of the international community, under the guidance of the UN. The outcome of such an effort, however, depends crucially on the circumstances in which will be implemented and conducted. It seems more necessary than ever to draw the attention of the Government, Parliament and all the people on some very dutiful delicati.Una first consideration is that the war in Libano ha occultato il problema palestinese. Non sembra accettabile, in particolare, che la comunità internazionale ignori completamente il fatto che Ministri e Parlamentari di un paese che dovrebbe essere sovrano siano stati sequestrati (ancora dabato 19 agosto il vice-premier, Nasser-as-Shaer), imprigionati, ed almeno in un caso anche torturati. In nessun altro Paese un simile intervento straniero potrebbe venire tollerato: perché nessuno reagisce nel caso di Israele? È inaccettabile il silenzio del Governo italiano.Venendo alla costituzione di una Forza Internazionale di Interposizione, essa deve ubbidire ad alcune condizioni fondamentali ed elementari: è evidente che non possono farne parte militari di un paese che non sia rigorosamente equidistante tra i due belligeranti. L’Italia ha stipulato lo scorso anno un impegnativo Accordo di Cooperazione Militare con Israele, che inficia in modo sostanziale e irrimediabile la nostra equidistanza. Il Diritto Internazionale impone, come minimo, la preventiva sospensione di tale Accordo, i cui termini dettagliati devono assolutamente essere resi noti all’opinione pubblica.È il caso di ricordare ancora che Israele ha partecipato a manovre militari della Nato svoltesi in Sardegna, nelle quali si saranno indubbiamente addestrati piloti ad altri militari israeliani, impegnati poi nella guerra in Libano.
